Well, neither of these file formats will open in Microsoft Excel. An Adobe PDF file opens in Adobe Acrobat, the free viewer that comes with almost all versions of Microsoft Windows. Adobe Acrobat, even the free version, lets you navigate by Bookmark, Page or Search. The Acrobat Reader also has a robust set of tools that you can use to markup and comment.

An XPS file may open in a XPS viewer. The XPS tools are simple: view and navigate.

These file formats are used in government and business BECAUSE they cannot be changed easily. PDF and XPS files can be used to make an archive of unedited records.
